Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Wednesday, April 29, 2009, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:11 a.m.
The chair laid out HB 4004 and recognized the Senate sponsor, Senator Shapleigh, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Lucio, Jr. moved that HB 4004 be left pending to await a quorum; without objection, it was so ordered.
Upon the arrival of Senators Tommy Williams and Wendy Davis a quorum was established and the following business was transacted:
The chair laid out SB 2559 and recognized Senator Shapleigh, in the absence of the author, to explain the bill.
Senator Lucio, Jr. moved adoption of the minutes from the previous hearings held on April 22, 2009, April 23, 2009, and April 28, 2009; without objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Seliger moved that SB 2559 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.
Senator Seliger moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
As a matter of pending business, Senator Williams moved that HB 4004 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record of 5 ayes, 0 nay, 0 present not voting, and 2 absent.
Senator Williams moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
There being no further business, at 9:22 a.m. Senator Lucio, Jr. moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
