Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Higher Education was held on Wednesday, March 25, 2009, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 8:00 a.m.  The following business was transacted: 

 

The chair laid out SB 98 and recognized the author, Senator Lucio, to explain the bill. Senator Duncan sent up the committee substitute for SB 98, and the chair recognized Senator Lucio to explain the difference between the committee substitute and the Senate bill as filed.

 

Names of witnesses who testified and registered for, against, or on the bill are on the attached list. The chair closed public testimony.

 

SB 98 was left pending.

 

Upon the arrival of a quorum, Senator Patrick moved that the minutes of the March 18, 2009, hearing be approved. The motion was adopted by unanimous consent. 

 

The chair laid out SB 1564 and recognized the author, Senator Shapleigh, to explain the bill.

 

The chair laid out SB 1560 and recognized the author, Senator Duncan, to explain the bill.

 

At 8:43 a.m. Senator Patrick assumed the chair.

 

The chair laid out SB 9 and recognized the author, Senator Zaffirini, to explain the bill.

 

At 8:50 a.m. Senator Zaffirini resumed the chair.

 

The chair opened public testimony for SB 9, SB 1560, and SB 1564. Names of witnesses who testified and registered for, against, or on the bills are on the attached list. The chair closed public testimony.

 

SB 9, SB 1560, and SB 1564 were left pending.

 

There being no further business, at 10:32 a.m. Senator Duncan moved that the committee stand recessed, subject to the call of the chair. The motion was adopted by unanimous consent.

 

Pursuant to suspension of Senate Rules 11.10 and 11.18, a public hearing of the Senate Higher Education Committee was held on Wednesday, March 25, 2009, at Senator Zaffirini's Desk.

The chair called the meeting to order at 2:27 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out SB 98 by Senator Lucio.

 

Senator Patrick sent up a committee substitute for SB 98 and moved its adoption. The motion was adopted by unanimous consent. Senator Duncan moved that SB 98 be reported to the Senate with the recommendation that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 5 ayes and 0 nays, the committee substitute for SB 98 was reported favorably.

 

There being no further business, at 2:28 p.m. Senator Averitt moved that the committee stand recessed, subject to the call of the chair. The motion was adopted by unanimous consent.
