Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Higher Education was held on Wednesday, April 1, 2009, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 8:00 a.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out SB 567 and recognized the author, Senator Hegar, to explain the bill.

 

Names of witnesses who testified and registered for, against, or on the bill are on the attached list. The chair closed public testimony.

 

Senator Patrick moved that SB 567 be reported to the Senate with the recommendation that it do pass and be printed. There being 3 ayes and 0 nays, SB 567 was reported favorably. 

 

At 8:12 a.m. Senator Patrick assumed the chair.

The chair laid out SB 1443 and recognized the author, Senator Zaffirini, to explain the bill. Senator Zaffirini sent up Committee Amendment 1. Senator Zaffirini recognized the author, Senator Hinojosa, to explain the amendment. The amendment was left pending.

 

Senator Zaffirini sent up Committee Amendment 2. Senator Zaffirini recognized the author, Senator Shapiro, to explain the amendment. The amendment was left pending.

 

Senator Zaffirini sent up Committee Amendment 3. Senator Zaffirini explained the amendment on behalf of the author of a similar bill, Senator Ellis. The amendment was left pending.

 

Senator Zaffirini sent up Committee Amendment 4. The chair recognized the author, Senator Zaffirini, to explain the amendment. The amendment was left pending.

At 9:50 a.m. Senator Duncan assumed the chair.

 

At 10:50 a.m. Senator Zaffirini resumed the chair.

 

The chair announced that the committee would reconvene after session at a time and place to be determined and announced before the Senate adjourned.

 

At 10:51 a.m. Senator Averitt moved that the committee stand recessed, subject to the call of the chair. The motion was adopted by unanimous consent.

 

Pursuant to suspension of Senate Rules 11.10 and 11.18, a public hearing of the Senate Higher Education Committee reconvened in the Capitol Extension, Room E1.016, thirty minutes upon adjournment of the Senate.

 

The chair called the meeting to order at 6:35 p.m.  The following business was transacted: 

 

The chair laid out anew SB 1443 and re-opened public testimony.

 

Names of witnesses who testified and registered for, against, or on the bill are on the attached list. The chair closed public testimony.

 

SB 1443 and its amendments were left pending.
