Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Committee on Government Organization was held on Tuesday, April 28, 2009, at Senator Ellis's Desk.

The chair called the meeting to order at 2:51 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out as a matter of pending business SB 1013. Senator Hegar sent up a committee substitute and moved adoption; without objection, it was so ordered. Senator Hegar sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Hegar sent up Committee Amendment 2 and recognized Senator Hinojosa and Senator Ogden to explain the amendment. Senator Hegar moved adoption; without objection, the amendment was adopted. Senator Hegar requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered.  Senator Hegar then moved that the committee substitute be adopted; without objection, it was so ordered.  Senator Hegar moved that SB 1013 do not pass but that CSSB 1013 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 0 absent. 

 

The chair laid out as a matter of pending business HB 1580. Senator Hegar sent up Committee Amendment 1. The chair recognized Senator Hegar to explain the amendment. Senator Hegar moved adoption of the amendment; without objection, the amendment was adopted. Senator Hegar sent up Committee Amendment 2. The chair recognized Senator Hegar to explain the amendment. Senator Hegar moved adoption; without objection, the amendment was adopted. Senator Hegar requested unanimous consent to roll the amendments into a new committee substitute; without objection, it was so ordered. Senator Hegar then moved that the committee substitute be adopted; without objection, it was so ordered.  Senator Hegar moved that HB 1580 do not pass but that CSHB 1580 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent. Senator Hegar moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Ellis moved adoption; without objection, the amendment was adopted. Senator Ellis sent up Committee Amendment 2 and explained the amendment. Senator Ellis moved adoption; without objection, the amendment was adopted. Senator Ellis requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered.  Senator Ellis then moved that the committee substitute be adopted; without objection, it was so ordered.  Senator Ellis moved that HB 1830 do not pass but that CSHB 1830 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent. Senator Ellis moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out as a matter of pending business HB 2546. Senator Lucio, Jr. moved that HB 2546 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Nelson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 3:05 p.m. Senator Ellis moved that the committee stand recessed subject to the call of the chair; without objection, it was so ordered.
