Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Government Organization was held on Monday, September 27, 2010, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 10:01 a.m.  There being a quorum present, the following business was transacted: 

Senator Ellis made opening remarks regarding interim charges 1 and 3.

 

At 10:06 a.m. Senator Ellis called Charles Bell, M.D. to provide invited testimony on HHSC committees, councils, and task forces.

Senator Ellis called Mike Morrissey to provide invited testimony on charge 1 at 10:18 a.m..

At 10:26 a.m. Senator Ellis called Talmadge Helfin to provide invited testimony on charge 3.

Senator Ellis called panel two to provide invited testimony on increasing government transparency,  at 10:51 a.m. Sherri Greenberg provided testimony.  At 11:05 a.m. Eva De Luna Castro testified on charge 3. John O'Brien provided testimony at 11:10 a.m. about transparency initiatives at LBB.

Witnesses testifying and registering began at 11:17 a.m. and are shown on the attached list.   

There being no further business, at 11:41 a.m. Senator Ellis moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
