Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Subcommittee on Health Insurance Mandates was held on Wednesday, April 15, 2009, in the Senate Chamber.

The chair called the meeting to order at 8:40 a.m.  The clerk called the roll.  There being a quorum present, the following business was transacted: 

 

Senator Fraser made a motion to abide by and adopt the committee rules of the Senate Committee on State Affairs; without objection, it was so ordered.

 

The chair laid out HB 1759, in lieu of SB 1345, and recognized the Senate sponsor, Senator Watson, to explain the bill.  Senator Jackson sent up a committee substitute; the chair recognized Senator Watson to explain the difference between the committee substitute and the house bill as engrossed.  The chair opened public testimony.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

Senator Deuell assumed the chair. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Deuell moved that HB 1759 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 64, and in the absence of the author explained the bill.  Senator Deuell sent up a committee substitute and explained the difference between the committee substitute and the bill as filed. The chair opened public testimony.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Deuell moved that SB 64 be left pending; without objection, it was so ordered. 

 

The chair laid out HB 806, in lieu of SB 26, and in the absence of the Senate sponsor, Senator Zaffirini, explained the bill.  The chair opened public testimony.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the committee stand at ease; without objection it was so ordered.

 

Senator Fraser resumed the chair. 

 

Public testimony on HB 806 continued.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Fraser moved that HB 806 be left pending; without objection, it was so ordered.    

 

At 10:55 a.m. Senator Fraser moved that the committee stand recessed subject to the call of the chair; without objection, it was so ordered. 

 

Pursuant to suspension of Senate Rules 11.10 and 11.18, a public hearing of the Senate State Affairs Subcommittee on Health Insurance Mandates was held on Wednesday, April 15, 2009, at Senator Fraser's Desk.

The chair laid out as a matter of pending business HB 806.  Senator Van de Putte moved that HB 806 be referred to the full committee that it do pass and be printed.  The motion carried with a record vote of 4 aye, 0 nay, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 64.  Senator Van de Putte moved that SB 64 be referred to the full committee that it do pass and be printed.  The motion carried with a record vote of 4 aye, 0 nay, 0 present not voting, and 0 absent.

 

At 2:42 p.m. Senator Fraser moved that the committee stand recessed subject to the call of the chair; without objection, it was so ordered.
