Pursuant to suspension of Senate Rule 11.18, an open meeting of the Senate Committee on State Affairs was held on Tuesday, April 28, 2009, at Senator Duncan's Desk.

The chair called the meeting to order at 2:55 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out as a matter of pending business SB 206.  Senator Deuell previously sent up a committee substitute.  Senator Duncan moved adoption of the committee substitute; without objection, it was so ordered.  Senator Deuell moved that SB 206 do not pass but that CSSB 206 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 8 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Carona moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.   

 

The chair laid out as a matter of pending business SB 207.  Senator Deuell previously sent up a committee substitute.  Senator Duncan moved adoption of the committee substitute; without objection, it was so ordered.  Senator Deuell moved that SB 207 do not pass but that CSSB 207 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 8 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Deuell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1065.  Senator Van de Putte sent up a committee substitute.  Senator Duncan moved adoption of the committee substitute; without objection, it was so ordered.  Senator Van de Putte sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.

 

Senator Van de Putte requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered.  Senator Van de Putte then moved that the committee substitute be adopted; without objection, it was so ordered.  Senator Van de Putte moved that SB 1065 do not pass but that CSSB 1065 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 2 nays, 0 present not voting, and 1 absent. 

 

There being no further business, Senator Duncan moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
