Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Wednesday, September 8, 2010, in the Senate Chamber.

The chair called the meeting to order at 9:00 a.m. There being a quorum present, the following business was transacted:
Senator Nelson made opening remarks regarding Interim Charge 3.
Senator Nelson called the panel on Interim Charge 3 to provide an overview of the Health and Human Services Commission Eligibility System (see attached witness list).
Witnesses testifying and registering on the Interim Charge are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
At 10:37 a.m. Senator Nelson moved that the committee stand recessed; without objection, it was so ordered.
At 10:45 a.m. the committee reconvened.
Senator Nelson made opening remarks regarding Interim Charges 14 and 7.
Senator Nelson called the panel on Interim Charge 14 to provide invited testimony on the Department of Aging and Disability Services implementation of SB 643, relating to Texas' state-supported living centers, and implementation of Special Provisions relating to All Health and Human Services Agencies, Section 48 (see attached witness list).
Witnesses testifying and registering on the Interim Charge are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Nelson called panel one on Interim Charge 7 to provide invited testimony on preventing and treating chronic diseases related to obesity (see attached witness list).
Senator Nelson called panel two on Interim Charge 7 to provide invited testimony on obesity-related health disparities between different ethnic groups and ways to narrow these gaps (see attached witness list).
Senator Nelson called panel three on Interim Charge 7 to provide invited testimony on the fiscal and health impact of second-hand smoke on businesses and service sector employees (see attached witness list).
Witnesses testifying and registering on the Interim Charge are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
There being no further business, at 2:47 p.m. Senator Nichols moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
