Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Transportation and Homeland Security was held on Wednesday, February 18, 2009, in the Capitol Extension, Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 8:00 a.m. There being a quorum present, the following business was transacted:
The following members arrived after the roll was called: Senator Shapleigh, Senator Davis, and Senator Ellis.
The Chair gave introductory remarks and welcomed the Committee members. The Chair then introduced Committee staff.
The Chair laid out the Proposed Committee Rules for the 81st Legislative Session. Senator Wentworth moved adoption of the Committee Rules. There being no objection, it was so ordered.
The Chair then called for Committee members to introduce their staff. Senator Ellis, Senator Shapleigh, Senator Huffman, Senator Watson, Senator Wentworth, Senator Davis, and Senator Nichols each introduced their staff.
The following individual provided invited testimony regarding Homeland Security (see attached witness list).
The following individuals provided invited testimony regarding the Texas Department of Public Safety (see attached witness list).
The following individuals provided invited testimony regarding the Texas Department of Transportation (see attached witness list).
The Chair announced that the regular hearing time for the Committee would be every Wednesday at 8:00 a.m. in the Capitol Extension, Room E1.016.
There being no further business, at 9:48 a.m. Senator Watson moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
