Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Thursday, March 26, 2009, at Senator Van de Putte's Desk.

The chair called the meeting to order at 10:54 a.m. There being a quorum present, the following business was transacted:
The chair laid out as a matter of pending business SCR 38 and recognized Senator Van de Putte, in the absence of the author, to explain the bill.
Senator Shapleigh moved that SCR 38 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent.
Senator Shapleigh moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
The chair laid out as a matter of pending business SCR 22 and recognized Senator Van de Putte, in the absence of the author, to explain the bill.
Senator Van de Putte sent up a committee substitute; the chair recognized Senator Van de Putte to explain the difference between the committee substitute and the senate bill as filed. Senator Van de Putte moved adoption of the committee substitute; without objection, it was so ordered.
Senator Davis moved that SCR 22 do not pass but that CSSCR 22 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent.
Senator Davis moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
The chair laid out as a matter of pending business SB 1408 and recognized the author, Senator Shapleigh, to explain the bill.

The following motions in writing were received by the following Committee members. Senator Huffman requested to be shown voting aye on Senate Bills 1075 and 1537.
