Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Subcommittee on Base Realignment and Closure was held on Wednesday, March 25, 2009, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 5:08 p.m.  There being a quorum present, the following business was transacted: 

 

The following members arrived after the roll was called:  Senator Craig Estes.

 

At 5:10 p.m. Senator Huffman assumed the chair. 

 

The chair laid out SB 835 and recognized Senator Shapleigh, in the absence of the author, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

Senator Shapleigh sent up a committee substitute; the chair recognized Senator Shapleigh to explain the difference between the committee substitute and the senate bill as filed.  Senator Shapleigh moved adoption of the committee substitute; without objection, it was so ordered. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Shapleigh moved that SB 835 do not pass but that CSSB 835 be reported back to the full Senate committee on Veteran Affairs & Military Installations with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 196 and recognized the author, Senator Shapleigh, to explain the bill.  

 

Senator Shapleigh moved that SB 196 be reported favorably to the full Senate committee on Veteran Affairs & Military Installations with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

At 5:20 p.m. Senator Shapleigh resumed the chair.  

 

There being no further business, at 5:21 p.m. Senator Shapleigh moved that the committee stand recessed until call of the chair; without objection, it was so ordered.
