Pursuant to a notice posted in accordance with HCR 57, a public hearing of the Select Committee on Criminal Commitments of Individuals with Mental Retardation was held on Monday, November 2, 2009, in the Fort Worth Convention Center, Ballroom A.

Senator Nelson called the meeting to order at 1:36 p.m.  There being a quorum present, the following business was transacted:

 

As Co-Chairs, Senator Nelson and Representative Rose shared presiding duties throughout the hearing. 

 

Senator Nelson and Representative Rose made opening remarks regarding the committee charge.

 

Representative Rose moved adoption of the committee rules. There being no objection, it was so ordered.

 

Senator Nelson called panel one to provide invited testimony on the court process (see attached witness list).

 

Senator Nelson called panel two to provide invited testimony on the post-commitment process (see attached witness list).

 

Senator Nelson called panel three to provide invited testimony on the advocates perspective (see attached witness list).

 

No witnesses registered or provided public testimony.

 

There being no further business, at 5:37 p.m. Senator Nelson moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
