Amend Amendment No. 1 by Duncan to SB 1 (senate committee printing) by adding the following appropriately numbered ARTICLE and renumbering subsequent ARTICLES and SECTIONS of the amendment accordingly:

ARTICLE ___. APPROPRIATION FROM ECONOMIC STABILIZATION FUND FOR FOUNDATION SCHOOL PROGRAM

SECTION __.01.  The amount of $4 billion is appropriated for the state fiscal biennium beginning September 1, 2011, from the economic stabilization fund to the Texas Education Agency for the Foundation School Program under Chapter 42, Education Code.

SECTION __.02.  This article takes effect only if this Act receives a vote of two-thirds of the members present in each house of the legislature, as provided by Section 49-g(m), Article III, Texas Constitution.
