Amend CSSB 2 (house committee report) by adding the following appropriately numbered SECTION and renumbering subsequent SECTIONS of the bill accordingly:

SECTION ____.  (a) In addition to amounts appropriated to the Texas Education Agency for the Foundation School Program by this Act or similar legislation, the amount of $2,000,000,000 is appropriated from the economic stabilization fund to the Texas Education Agency for the Foundation School Program under Chapter 42, Education Code, for the state fiscal biennium beginning September 1, 2011.

(c)  This section takes effect only if this Act receives a vote of two-thirds of the members present in each house of the legislature, as provided by Section 49-g(m), Article III, Texas Constitution.
