R E S O L U T I O N
         WHEREAS, James Matthew Martin, Jr., is retiring as chief
  juvenile probation officer for Jefferson County in 2011, concluding
  a distinguished career that has spanned more than four decades with
  Jefferson County Probation Services; and
         WHEREAS, A graduate of Lamar University, "Bubba" Martin holds
  a master's degree in criminology and corrections from Sam Houston
  State University; he joined Jefferson County Probation Services in
  1970 as an intake officer and caseworker; rising through the ranks,
  he went on to serve in a number of other roles, including volunteer
  services coordinator, juvenile casework supervisor, adult
  misdemeanor and presentence investigation supervisor, adult felony
  supervisor, and assistant chief; and
         WHEREAS, Mr. Martin was appointed chief juvenile probation
  officer in 1988; he played a key role in the planning and
  construction of the Minnie Rogers Juvenile Justice Center, and
  through the years, he has kept the public informed about probation
  and rehabilitation matters by appearing on television and radio
  programs and speaking at schools, churches, service clubs, and
  other organizations; he has taught in the criminal justice
  department of Lamar University, and he is a member of the National
  Council of Juvenile and Family Court Judges and serves the Texas
  Probation Association as chair of its juvenile legislative
  committee; the Texas Probation Association named him Juvenile
  Administrator of the Year in 1992 and recognized him with two
  Presidential Awards and the Charles W. Hawkes Lifetime Achievement
  Award; he received the YWCA Ben Rogers and Francis Morris Racial
  Justice Award in 2008; and
         WHEREAS, Active in professional organizations, Mr. Martin is
  on the advisory board of the Al Price State Juvenile Correctional
  Facility and has served as president of the Texas Probation
  Association and as vice chair of the Evelyn M. Lord Teen Court Board
  and of the Jefferson County Youth Academy Board; he has further
  distinguished himself as a member of the boards of the Southeast
  Texas Regional Planning Commission Criminal Justice Committee and
  the Mayor's Commission for a Drug-Free Beaumont; and
         WHEREAS, Mr. Martin has played an active role in the wider
  community as well; a former soccer coach and referee, he served as
  vice president of the Gulf Coast Youth Soccer Club; in addition, he
  is an ordained deacon of First Baptist Church in Nederland and
  teaches the youth Bible study class; currently, he is president of
  the board of Communities In Schools and chair of Foster
  Grandparents of Southeast Texas and of the Community Resource
  Coordination Group of Jefferson and Hardin Counties; moreover, he
  received the Lifetime Achievement Award from the Southeast Texas
  Foster Grandparent Program and was selected as the Don Kelly
  Southeast Texan of the Year in 2010; and
         WHEREAS, In all his endeavors, Mr. Martin enjoys the love and
  support of his wife, Carolyn, his children, Scott Martin and his
  wife, Tiffany, Aimee Duron and her husband, Gabe, and Jace Martin
  and his wife, Jacey, and his grandchildren, Nicholas, Grace, Clay,
  Leah, Ashley, Braden, and Bryce; and
         WHEREAS, Bubba Martin has greatly benefited Jefferson County
  Probation Services through his deep commitment to the juvenile
  justice system, and as he embarks on the next exciting chapter of
  his life, he may reflect with pride on his exceptional
  contributions over the past 40 years; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature, 1st Called Session, hereby congratulate James Matthew
  Martin, Jr., on the occasion of his retirement from Jefferson
  County Probation Services and extend to him sincere best wishes for
  continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Martin as an expression of high regard by the Texas
  House of Representatives.
