LEGISLATIVE BUDGET BOARD
Austin, Texas

DYNAMIC ECONOMIC IMPACT STATEMENT

82nd LEGISLATURE 1st CALLED SESSION - 2011

June 4, 2011

TO:
Honorable Jim Pitts, Chair, House Committee on Appropriations

FROM:
John S O'Brien, Director, Legislative Budget Board

IN RE:
SB2 by Ogden (appropriating money for the support of state government for the period beginning September 1, 2011 and ending August 31, 2013; and authorizing and prescribing conditions, limitations, rules, and procedures for allocating and expending the appropriated funds; and declaring an emergency.), Committee Report 2nd House, Substituted

After adjusting the totals for items that represent state spending regardless of appropriation levels (such as Medicaid spending and debt service), SB 2, Committee Report 2nd House, Substituted would increase state spending in the 2012-13 biennium, relative to the 2010-11 biennium, however the increase in spending is not expected to significantly affect private sector employment, personal income, or any other indicator of economic activity in the state of Texas.  The bill would increase state employment by 12 FTEs in FY 2012 and 20 FTEs in FY 2013.
