Amend CSHB 1 by adding the following appropriately-numbered rider to Article III, Texas Education Agency:

____. Additional Appropriations. In addition to the amounts appropriated above, there is hereby appropriated to the Texas Education Agency, Strategy A.2.1: Statewide Educational Programs for the year ending August 31, 2013, the amount of any general revenue collected by the Comptroller in excess of the amount of probable general revenue receipts for the year ending August 31, 2013, stated in the Comptroller's Biennial Revenue Estimate for 2012-2013 as revised by the Comptroller on March 13, 2011. The Texas Education Agency shall expend these funds for the purpose of providing grants for pre-kindergarten programs consistent with the provisions of Section 29.155, Education Code.
