Amend CSHB 1 (house committee printing) by inserting the following appropriately-numbered rider and renumbering any subsequent riders and updating any cross-references accordingly:

SECTION ____. Notwithstanding the appropriations by this Act of unexpended balances in General Revenue Funds appropriated for the Office of the Attorney General as of August 31, 2011, the amount of $2,000,000 is appropriated from those unexpended balances to the Texas Veterans Commission for Strategy A.1.3: Veterans Education. The Office of the Attorney General may not encumber the unexpended balances on or after March 1, 2011, and an encumbrance made after that date is void. In the event of a conflict between this rider and any other provisions of this Act, this rider prevails.
