Amend CSHB 1 by adding the following appropriately numbered rider to Part 6 of Article IX of the bill:

Sec. 6.____.  Legislative Intent. It is the intent of the Legislature that funds appropriated from general revenue under this Act may not be used to compel a person to purchase, or to enforce a requirement that a person purchase, health insurance or similar health coverage.
