Amend Floor Amendment No. 243 by Y. Davis (page 368, pre-filed amendments packet) as follows:

(1)  On page 1, line 2, strike "rider" and substitute "riders".

(2)  At the end of the amendment, add:

____. Fee Revenue Increases Contingent on Legislation. Notwithstanding any other provision of this Act, it is the intent of the legislature that any provision of this Act regarding the revenues resulting from an increase in the amount or rate of a fee imposed or collected by a state agency, from an expansion of the population of those on which a fee imposed by a state agency or from which a fee is collected by a state agency, or from the imposition of a new fee is contingent on a bill that authorizes the appropriation of the resulting increase in the agency's fee revenue being enacted by the 82nd Legislature, Regular Session, 2011, and becoming law.
