Amend CSHB 1, following the appropriations to the Texas Youth Commission in Article V of the bill (page V-51), by adding the following appropriately numbered rider:

____.  Inspire, Encourage, Achieve. Notwithstanding the appropriation made under Strategy C.1.1, General Rehabilitation Treatment, the amount of that appropriation is reduced by $400,000, and an appropriation is made to Inspire, Encourage, Achieve in the amount of $400,000 for the state fiscal biennium ending August 31, 2013.
