Amend CSHB 1, in Article IX, by inserting the following rider, appropriately numbered, in Part 3:

3.____.  Contingent Rider: State Employee Furlough. Contingent on HB 2720, or similar legislation of the 82nd Legislature, Regular Session, authorizing state agencies to furlough employees, being enacted and becoming law, the money appropriated to each agency under this Act for employee wages and salaries for the state fiscal year ending August 31, 2012, and the state fiscal year ending August 31, 2013, is reduced by an amount equal to three days' wages or salary for each employee of the agency.
