Amend CSHB 1 (house committee printing) by inserting the following appropriately-numbered SECTION and renumbering any subsequent SECTIONS and updating any cross-references accordingly:

SECTION ____. Unexpended balances in General Revenue Funds appropriated for the Office of the Governor, the State Preservation Board, the Office of the Attorney General, the Texas Legislature, and the Comptroller of Public Accounts as of August 31, 2011, in the amounts estimated by the General Appropriations Act for the 2012-2013 biennium, are appropriated to the Department of Aging and Disability Service, Strategy A.6.1, Nursing Facility Payment. The Office of the Governor, the State Preservation Board, the Office of the Attorney General, the Texas Legislature, and the Comptroller of Public Accounts may not encumber their respective unexpended balances on or after March 1, 2011, and an encumbrance made after that date is void.
