Amend CSHB 4 (house committee printing) by inserting the following appropriately-numbered SECTION and renumbering any subsequent SECTIONS and updating any cross-references accordingly:

SECTION ____. Unexpended balances in Preservation Board Governor Mansion Restoration (estimated to be $8,900,000) as of August 31, 2011, in the amounts estimated by the General Appropriations Act for the 2012-2013 biennium, are appropriated to Sul Ross State University and Sul Ross State University Rio Grande College. The State Preservation Board may not encumber their respective unexpended balances on or after March 1, 2011, and an encumbrance made after that date is void. The amount of general revenue made available by this section must not exceed the amount of the reduction in appropriations made to Sul Ross State University and Sul Ross State University Rio Grande College by this Act and must be used to prevent a reduction in appropriations.
