Amend CSHB 4 (house committee printing) by inserting the following appropriately-numbered SECTION and renumbering any subsequent SECTIONS and updating any cross-references accordingly:

SECTION ____. Unexpended balances in the Texas Emerging Technology Fund in the Office of the Governor as of August 31, 2011, in the amounts estimated by the General Appropriations Act for the 2012-2013 biennium, are appropriated to the Texas Education Agency for the Foundation School Program. No additional grants may be obligated from the unexpended balance of the Texas Emerging Technology Fund. The amount of general revenue made available by this section must not exceed the amount of the reduction in appropriations made to the Texas Education Agency by this Act and must be used to prevent a reduction in appropriations.
