Amend CSHB 4 (house committee printing) as follows:

(1)  On page 3, line 23, strike "$57,526,851" and substitute "$51,326,851".

(2)  Add the following appropriately numbered subdivision to SECTION 1 of the bill and renumber the remaining subdivisions accordingly:
