Amend HB 365 (house committee printing) as follows:

(1) In SECTION 2, on page 2, line 13 prior to the word "if", insert the following:

for the purpose of the elimination of urban blight

(2) In SECTION 2, on page 2, line 13 after the word "if", insert the following:

a tract or unit of real property on which the multi-family rental building sits presents the following conditions for at least one year after the date on which notice of the conditions is reasonably attempted to be provided to the property owner:

(3) In SECTION 2, on page 2, on line 15, after "ceased" insert ";", and delete the rest of subsection 1 on lines 15 and 16.

(4) In SECTION 2, on page 2, on lines 17 through 19, delete subsection (2) and add the following appropriately numbered subsections:

(2) the property contains uninhabitable, unsafe, and unsanitary units that are not fit for their intended use because the utilities, sewerage, plumbing, or heating or a similar service or facility of the units has been destroyed, removed, or rendered ineffective; and

(3) the property has been the location of substantiated and repeated illegal activity of which the property owner knew or should have known.
