Amend Amendment No. 9 by Martinez Fischer to CSHB 2271 by adding the following appropriately numbered item to the amendment:

(____) Add the following section to the bill, numbered appropriately:

SECTION ____.  Notwithstanding any provision of another Act of the 82nd Legislature, Regular Session, 2011, including HB 1 or any other general appropriations bill that is enacted and becomes law, and notwithstanding the relative effective dates of this Act and any other Act of the 82nd Legislature, Regular Session, that appropriates money to the Texas Racing Commission for the state fiscal biennium beginning September 1, 2012, the Texas Racing Commission is not appropriated any general revenue for the state fiscal biennium beginning September 1, 2012.
