(e)  The terms of the members of the Railroad Commission of Texas serving on the effective date of this Act expire December 31, 2012. Three members of the Texas Oil and Gas Commission shall be elected from the single-member districts described by this Act at the general election for state and county officers in 2012. Not later than February 1, 2013, the members elected shall draw lots to determine which member's term expires December 31, 2014, which member's term expires December 31, 2016, and which member's term expires December 31, 2018.
