Amend Government Code, Chapter 531 by adding the following appropriately numbered article:

Article ____  Out of funds appropriated by HB 1, Acts of the Eighty Second Legislature, the Commission shall allocate and make available an amount of funding research and an unrelated umbilical cord bank in the same manner as described by SB 1, Acts of the 81st Legislature.
