AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

C.S.H.B. 92 amends current law relating to the regulation of slaughterers by certain counties.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 148.001, Agriculture Code, to redefine "slaughterer."

 

SECTION 2.  Amends Section 234.032, Local Government Code, as follows:

 

Sec. 234.032.  APPLICABILITY.  Provides that this subchapter applies only in the unincorporated area of a county if the county:

 

(1) contains two or more municipalities with a population of 250,000 or more;

 

(2) is a county adjacent to a county described by Subdivision (1); or

 

(3) is a county adjacent to a county described by Subdivision (2) and has a population of not more than 50,000 and contains a municipality with a population of at least 20,000, or contains, wholly or partly, two or more municipalities with a population of 250,000 or more.

 

SECTION 3.  Effective date:  September 1, 2011.
