AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

Under current Texas law, the State Board of Veterinary Medical Examiners (TSBVM) is required to hold a regular meeting at least twice a year to conduct veterinary licensing examinations.  TSBVM's current practice is to hold four regular meetings per year that do not occur in conjunction with licensing examinations.  TSBVM does not need to hold regular meetings for the purpose of conducting licensing examinations because the state licensing examinations are held separately at secure testing locations five times a year.

H.B. 414 amends current law relating to the conducting of licensing examinations by the State Board of Veterinary Medical Examiners.

RULEMAKING AUTHORITY

Rulemaking authority previously granted to the Texas State Board of Veterinary Medical Examiners is modified in SECTION 1 (Section 801.253, Occupations Code) of this bill.

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 801.253(a), Occupations Code, as follows:

(a) Requires the Texas State Board of Veterinary Medical Examiners (TSBVME) to conduct licensing examinations as provided by TSBVME rule, rather than requiring TSBMVE to hold a regular meeting at least twice each year to conduct licensing examinations as provided by TSBVME rule.  Requires TSBVME to conduct the examination at a time and place TSBVME determines is convenient for applicants.

SECTION 2.  Effective date:  September 1, 2011.
