BACKGROUND AND PURPOSE

 

Under current Texas law, the State Board of Veterinary Medical Examiners is required to hold a regular meeting at least twice a year to conduct veterinarian licensing examinations.  The board's current practice is to hold four regular meetings a year that do not occur in conjunction with licensing examinations. The board does not need to hold regular meetings for the purpose of conducting licensing examinations because state licensing examinations are held separately at secure testing locations five times a year.  H.B. 414 removes the requirement that the board meet at least twice a year to conduct the licensing examinations.

 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 414 amends the Occupations Code to remove the requirement that the veterinarian licensing examinations the State Board of Veterinary Medical Examiners is required to conduct under board rule be conducted at a regular meeting held at least twice each year.

 

EFFECTIVE DATE

 

September 1, 2011.
