BACKGROUND AND PURPOSE

In the early 1980s, the legislature created the Trinity Memorial Hospital District. The board of directors is composed of several directors and currently four directors constitute a quorum and are sufficient to concur in matters pertaining to the district.  H.B. 460 seeks to increase the number of directors constituting a quorum as well as the number for sufficient concurrence for district matters.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 460 amends Section 5(i), Chapter 265, Acts of the 67th Legislature, Regular Session, 1981, to increase from four to five the number of members of the board of directors of the Trinity Memorial Hospital District that constitute a quorum and to increase from four to five the number of members in concurrence considered to be sufficient in all matters pertaining to the business of the district.

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
