AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The Hispanic community in Forth Worth has a rich tradition of community service and has long embraced the organizing efforts of Cesar Chavez.  During the decade before his death in 1993, Chavez visited Fort Worth on three occasions.  He was honored for his work as a champion of this community and working people everywhere.  In 1994, Chavez was posthumously awarded the Presidential Medal of Freedom to honor his notable service against injustice to workers.

 

H.B.  468  honors Cesar Chavez by designating a portion of the Interstate Highway 35 corridor, which dissects the City of Forth Worth from north to south through many Hispanic neighborhoods, as the Cesar Chavez Memorial Freeway.

 

H.B. 468 amends current law relating to the designation of a portion of Interstate Highway 35W as the Cesar Chavez Memorial Freeway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.0431, as follows:

 

Sec.  225.0431.  CESAR CHAVEZ MEMORIAL FREEWAY.  (a) Designates Interstate Highway 35W between Interstate Highway 20 and State Highway 183 as the Cesar Chavez Memorial Freeway.  Provides that the designation is in addition to any other designation. 

 

(b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to the provision that TxDOT is not required to design, construct, or erect a marker without a grant or donation for that purpose) to:

 

(1) design and construct memorial markers indicating the highway number, the designation as the Cesar Chavez Memorial Freeway, and any other appropriate information; and

 

(2) erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

SECTION 2.  Effective date: September 1, 2011.
