BACKGROUND AND PURPOSE

 

Currently, a Texas resident who was born before September 1, 1930, is not required to pay the fee for a general fishing license issued in the state. A Texas resident born after that date, however, is required to pay the license fee. C.S.H.B. 550 exempts from the fee a resident whose birth date is before January 1, 1931.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 550 amends the Parks and Wildlife Code to exempt from the requirement for a general fishing license a Texas resident whose birth date is before January 1, 1931, rather than September 1, 1930.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.

 

COMPARISON OF ORIGINAL AND SUBSTITUTE

 

C.S.H.B. 550 differs from the original by exempting from the requirement for a general fishing license a Texas resident whose birth date is before January 1, 1931, whereas the original authorizes the Parks and Wildlife Commission to waive the fee for a general fishing license for a resident who is at least 65 years of age.
