BILL ANALYSIS

H.B. 723

By: Harless

Higher Education

Committee Report (Unamended)

BACKGROUND AND PURPOSE

It was recently determined that the North Harris Montgomery Community College District's name was no longer appropriate, since the community college had added parts of other counties to its service area. The name Lone Star College System District was selected as a replacement because Montgomery County has been designated by the Texas Legislature as the birthplace of the state flag. The district community demonstrated its support of the change when the name was chosen in an online public forum. H.B. 723 changes the name of the district to reflect the community's choice.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 723 amends the Education Code to change the name of the North Harris Montgomery Community College District to the Lone Star College System District.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
