BACKGROUND AND PURPOSE
Currently, a petition to be placed on the ballot as a candidate for member of the board of directors of the Ector County Hospital District must be filed not later than 5:00 p.m. on the 45th day before the date of the election. H.B. 969 seeks to change this deadline to not later than 5:00 p.m. on the 62nd day before the date of the election.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 969 amends the Special District Local Laws Code to change the deadline by which a petition requesting a person's name be printed on the ballot as a candidate for member of the board of directors of the Ector County Hospital District must be filed with the board secretary from not later than 5 p.m. on the 45th to not later than 5 p.m. on the 62nd day before the date of an election.

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
