BACKGROUND AND PURPOSE
More than two decades ago, the U.S. Department of Energy selected Texas as the site of a national super collider research project. As part of that project, the Texas Legislature authorized two agencies, the Texas National Research Laboratory Commission and the superconducting super collider facility research authority, to assist with the super collider's development. Five years after Texas was selected as the site, the U.S. Congress voted to terminate funding for the project. Shortly afterward, the state agencies created to assist with the super collider project ceased to function. H.B. 1245 repeals the statutory authority for the establishment of the superconducting super collider facility research authority.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1245 repeals Chapter 2301, Government Code, authorizing the establishment of a superconducting super collider facility research authority.

EFFECTIVE DATE
On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
