BACKGROUND AND PURPOSE

 

The Board of Regents of the University of Houston System is currently required to hold a regular annual meeting during the month of April at the university campus, in addition to other times and places scheduled by the board or designated by the board's chairman. Interested parties contend that the April meeting requirement is superfluous given the frequency with which the board meets in other months and the nature of these meetings. Few university systems in Texas have a similar requirement. H.B. 1318 seeks to remove the April meeting requirement while retaining the requirement for regular board meetings.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that rulemaking authority is expressly granted to the board of regents of the University of Houston in SECTION 1 of this bill.

 

ANALYSIS

 

H.B. 1318 amends the Education Code to require the Board of Regents of the University of Houston to hold regular meetings for the transaction of business pertaining to the affairs of the University of Houston System and to authorize the board by rule to establish a procedure for calling a special board meeting at other times. The bill removes a requirement that the board hold its regular meeting at the campus of the university during the month of April annually and at other times and places scheduled by the board or designated by the board's chairman.
