BACKGROUND AND PURPOSE

 

Interested parties observe that current law allows for the issuance of specialty license plates to those who have served in United States armed forces and who have become disabled in the line of duty, but does not provide for the personalization of these plates. C.S.H.B. 1385 seeks to authorize the personalization of disabled veterans' license plates. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 1385 amends the Transportation Code to authorize specialty license plates issued for vehicles used by veterans with disabilities to be personalized with up to four characters, with those characters being in addition to the required letters "DV."

 

EFFECTIVE DATE

 

September 1, 2011.

 

COMPARISON OF ORIGINAL AND SUBSTITUTE

 

C.S.H.B. 1385 differs from the original by authorizing specialty license plates issued for vehicles used by veterans with disabilities to be personalized with up to four characters, with those characters being in addition to the required letters "DV," whereas the original authorizes a person entitled to specialty license plates issued for vehicles used by veterans with disabilities to personalize the license plates, and creates an exception for the personalized license plates in provisions requiring license plates issued for vehicles used by veterans with disabilities to include the letters "DV" and certain words.
