BACKGROUND AND PURPOSE

 

Previous legislative actions implemented a process by which district- and campus-level planning and decision-making committees were created to assist districts or campuses in making the best decisions for improving student achievement and services at each level. This process has provided valuable assistance in efforts to improve learning and student performance. H.B. 1462 seeks to further improve that process by including a professional staff representative who educates students with disabilities on a district-level and campus-level planning and decision-making committee.    

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1462 amends the Education Code to require a district- and campus-level planning and decision-making committee to include, if practicable, at least one professional staff representative with the primary responsibility for educating students with disabilities.

 

EFFECTIVE DATE

 

September 1, 2011.
