AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Scenic Loop Road, Boerne Stage Road, and Toutant Beauregard Road are each of ancient lineage. These roads were once trails for historic tribes including Comanche and Lipan Apache, as well as stagecoach routes connecting Leon Springs to Boerne. They were also used to connect several early Texas settlements of German immigrants in the 1920s as part of the "Old Spanish Trail." This area is of historic and architectural significance and is considered a place of beauty because of its prehistoric sites, nineteenth century rock structures, historic farms and ranches, and scenic vistas.
H.B. 1499 directs the Texas Historical Commission (THC) to designate as a historic corridor the section of the corridor that follows part of the "Old Spanish Trail" automobile highway in Bexar County and consists of four legs. The bill also provides that the historic corridor designated by THC shall be known as the "Scenic Loop Road--Boerne Stage Road--Toutant Beauregard Road Historic Corridor."
H.B. 1499 amends current law relating to the designation of the Scenic Loop Road--Boerne Stage Road--Toutant Beauregard Road Historic Corridor.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subchapter A, Chapter 442, Government Code, by adding Section 442.024, as follows:
Sec. 442.024. SCENIC LOOP ROAD--BOERNE STAGE ROAD--TOUTANT BEAUREGARD ROAD HISTORIC CORRIDOR. (a) Requires the Texas Historical Commission (THC) to designate as a historic corridor the corridor that follows part of the Old Spanish Trail automobile highway in Bexar County and consists of four legs. Provides that the first leg begins at State Highway 16 in Helotes and continues north on the Scenic Loop Road to the intersection of the Boerne Stage Road and the Toutant Beauregard Road. Provides that the second leg begins at the Boerne Stage Road in Leon Springs and continues west to the intersection of the Scenic Loop Road and the Toutant Beauregard Road. Provides that the third leg begins at the intersection of the Scenic Loop Road, the Boerne Stage Road, and the Toutant Beauregard Road and continues west on the Toutant Beauregard Road to the Kendall County line. Provides that the fourth leg begins at the intersection of the Scenic Loop Road, the Boerne Stage Road, and the Toutant Beauregard Road and continues north on the Boerne Stage Road to the Kendall County line.
(b) Requires that the historic corridor designated by THC be known as the Scenic Loop Road--Boerne Stage Road--Toutant Beauregard Road Historic Corridor.
SECTION 2. Effective date: September 1, 2011.
