BACKGROUND AND PURPOSE

 

Scenic Loop Road, Boerne Stage Road, and Toutant Beauregard Road in Bexar County are each of historic significance, having once been Indian trails, stagecoach routes, and important connectors between early Texas settlements of German immigrants as part of the "Old Spanish Trail."   An important historical and architectural resource, the area through which these roads travel is considered a place of beauty because of its prehistoric sites, nineteenth century rock structures, historic farms and ranches, and scenic vistas. Thus, the Texas Historical Commission should designate this roadway as the "Scenic Loop Road--Boerne Stage Road--Toutant Beauregard Road Historic Corridor."

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1499 amends the Government Code to require the Texas Historical Commission to designate as a historic corridor the corridor that follows part of the Old Spanish Trail automobile highway in Bexar County to be known as the Scenic Loop Road--Boerne Stage Road--Toutant Beauregard Road Historic Corridor.  The bill specifies that the corridor consists of four legs and sets out the description of each leg.
