BACKGROUND AND PURPOSE

 

Interested parties argue that a person appointed to act as a special peace officer for a polling place should be a licensed peace officer.  H.B. 1503 seeks to address this issue.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1503 amends the Election Code to condition a person's eligibility for appointment as a special peace officer for a polling place on the person being licensed as a peace officer by the Commission on Law Enforcement Officer Standards and Education.

 

EFFECTIVE DATE

 

September 1, 2011.
