AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

H.B. 1517 amends current law relating to the disposition of fines for traffic violations collected by certain municipalities.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 542.402, Transportation Code, by adding Subsection (f), as follows:

 

(f) Authorizes a municipality to include the revenue of a utility company operating within the municipality as municipal revenue for a fiscal year under Subsection (b) (relating to authorizing a municipality to retain fines) if:

 

(1) the municipality has a population of more than 1,000 but less than 1,200; and

 

(2) part of the municipality's boundary is a river that forms part of the boundary between two counties.

 

SECTION 2.  Effective date: September 1, 2011.
