BACKGROUND AND PURPOSE
Currently, each county election precinct must have a polling location in the precinct during a primary election. This requirement may result in polling locations that are only blocks apart, resulting in what some people believe are unnecessary polling places that create a burden on the precincts supporting them. H.B. 1528 aims to address those concerns by allowing the county executive committee of a political party holding a primary election to consolidate two or more election precincts into a single precinct.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1528 amends the Election Code to remove as a condition for the county executive committee of a political party holding a primary election to be authorized to order two or more county election precincts consolidated into a single precinct that at least one consolidated precinct be situated wholly within each commissioners precinct.
