BACKGROUND AND PURPOSE

 

Currently, former members of the United States armed forces do not have the option to purchase a specialty license plate that states "Honorably Discharged." C.S.H.B. 1544 seeks to address this issue by providing an honorably discharged veteran with the opportunity to acquire a license plate that includes the words "Honorably Discharged."

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 1544 amends the Transportation Code to authorize the specialty license plates issued to former members of the United States armed forces, on request of an applicant for such plates, to include the words "Honorably Discharged."

 

EFFECTIVE DATE

 

September 1, 2011.

 

COMPARISON OF ORIGINAL AND SUBSTITUTE

 

C.S.H.B. 1544 differs from the original by authorizing the specialty license plates issued to former members of the United States armed forces, on request of an applicant for such plates, to include the words "Honorably Discharged," whereas the original did not allow the applicant to elect whether to have the phrase on such specialty license plate.
