BACKGROUND AND PURPOSE

 

In light of anticipated budget cuts, it is reasonable to expect that the Health and Human Services Commission (HHSC) will have to become more efficient in their practices in the near future. Interested parties observe that the health and human services eligibility oversight committee provides valuable support to the legislature by reporting on the status of certain health and human services assistance programs and eligibility systems. It is important to maintain this joint oversight committee to ensure that HHSC is able to serve those most in need while implementing more efficient practices in the coming biennium. H.B. 1689 intends to extend the committee's functions to September 1, 2015. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1689 amends the Government Code to change the expiration date of provisions of law relating to the monitoring and enhancement of health and human services information technology systems from September 1, 2011, to September 1, 2015.

 

EFFECTIVE DATE

 

August 31, 2011.
