BACKGROUND AND PURPOSE

 

Interested parties observe that, currently, cosmetologists may not shave or offer to shave a person's neck, beard or mustache.  C.S.H.B. 1793 seeks to expand job opportunities for cosmetologists by allowing cosmetologists to shave a person's beard or mustache, or, if preparatory or ancillary to certain primary services, a person's neck.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 1793 amends the Occupations Code to expand the definition of "cosmetology" to include treating a person's mustache or beard by shaving with a safety razor and to include among the necessary services that are preparatory or ancillary to certain primary services shaving a person's neck with a safety razor.

 

EFFECTIVE DATE

 

September 1, 2011.
